Code of Conduct for Education Loans
Owens has a policy and procedure with respect to private education loans.
Cohort Default Rates
Each year, the federal government calculates a cohort default rate for schools who participate in the federal loan program. The rate is determined by identifying the borrowers who start repaying their loans during a fiscal year, then determining what percentage of them default before the end of the next fiscal year.

College Financing Plan
The College Financing Plan provides a summary of a student’s financial aid in a standardized format so that students may compare costs and financial aid at various colleges and universities. Students who have applied for financial aid can view their College Financing Plan in Ozone by locating the Financial Aid Summary card, verifying that the desired aid year is selected, clicking the View Financial Aid Details link, and clicking on College Financing Plan. Military Personnel Using GI Bill® Benefits can view a list of fees which may be covered by VA benefits.

Credit Balance Refunds
Credit balances are refunded to students based on their refund preference with the college’s third-party contractor for refund management, BankMobile Disbursements, a technology solution, powered by BMTX, Inc. Review the contract between BMTX, Inc. and Owens Community College.

Start Here Scholarship
Information about the Start Here Scholarship for 2024 or earlier high school graduates is provided below.
Spring 2024 high school graduates
The Start Here Scholarship provides $750 per term for the first two semesters following high school graduation. Students who enroll full-time in summer will be awarded the scholarship for summer and fall. Students who do not enroll full-time in summer will be awarded the scholarship for fall and spring. The scholarship may only be used for charges incurred at the college.
Required Qualifications
To qualify for the Start Here Scholarship, students must:
- Be an Ohio resident for the duration of the scholarship.
- Be a high school senior graduating in spring 2024 who has earned at least nine credits at Owens through the CCP or Early Admit programs.
- Apply to Owens Community College as a regular student.
- Have an Owens cumulative grade point average (GPA) of 2.75 or higher.
- Have a high school GPA of 2.75 or higher with an official transcript on file on or after January 1 of senior year.
- Submit a complete Free Application for Federal Student Aid (FAFSA®) to Owens.
- Enroll in at least 12 credit hours for the summer or fall semester immediately following high school graduation by the semester’s financial aid freeze date.
- Remain enrolled in at least 12 credit hours by each semester’s financial aid freeze date for the duration of the scholarship’s eligibility period.
- Maintain an Owens cumulative grade point average of 2.5 or better to receive the scholarship for the second semester.
In some cases, exceptions to eligibility criteria may be made. Students must initiate exception request through Academic Advising. Exceptions are granted per-semester, and exception requests must precede the semester’s financial aid freeze date. Post-freeze exception requests will be denied.
Spring 2022 and Spring 2023 high school graduates
The Start Here Scholarship covers instructional fees, not covered by other financial aid, for eligible students and is renewable if criteria are met.
Required Qualifications
To qualify for the Start Here Scholarship, students must:
- Be an Ohio resident for the duration of the scholarship.
- Be a high school senior graduating in spring class of 2022 or 2023 who has earned at least nine credits at Owens through the CCP or Early Admit programs.
- Apply to Owens Community College as a regular student.*
- Have an Owens cumulative grade point average (GPA) of 2.75 or higher.
- Have a high school GPA of 2.75 or higher with an official transcript on file on or after January 1 of senior year.*
- Submit a complete Free Application for Federal Student Aid (FAFSA®) to Owens for each academic year.*
- Enroll in 15 credits for the fall semester immediately after high school graduation.*
- Have the intent to obtain a certificate or an associate degree for the duration of the scholarship.
- Students who qualify will automatically receive the scholarship to pay for instructional fees not covered by other aid, such as the Federal Pell Grant or other scholarships.
*The deadline for the initial academic year is the fall freeze date.
In addition to the requirements above, students must also meet the following to receive the scholarship in future semesters.
- Maintain an Owens cumulative grade point average of 2.5 or better.
- Earn a total of 27 credits at Owens during the semesters listed below.
- Spring 2022 high school graduates: Fall 2022, Spring 2023, and Summer 2023
- Spring 2023 high school graduates: Fall 2023, Spring 2024, and Summer 2024
- Be continuously enrolled each semester, except for summer, which is optional.

For example, a Spring 2023 high school graduate would enroll in 15 credits for Fall 2023, 12 credits for Spring 2024, 12 credits for Summer 2024 (optional), and 9 or more credits for the remaining semesters.
- The scholarship ends after three years, or once the student has earned 64 credits at Owens.
In some cases, exceptions to eligibility criteria may be made. Students must initiate exception request through Academic Advising. Exceptions are granted per-semester, and exception requests must precede the semester’s financial aid freeze date. Post-freeze exception requests will be denied.
Special Features
- Start Here Scholars will receive priority registration for future semesters.
- Start Here Scholars will receive VIP access to Owens academic and student support services including special meeting times with advisors, Student Financial Services Advisors, tutoring mentors, and more.
The Start Here Scholarship covers instructional fees only. Students will be responsible for books, general fees and any additional fees depending on the chosen program of study.

Withdrawals, Refunds, and Return of Title IV Funds
The Owens Board Policy manual contains the withdrawal policy and procedures.
Instructions for adding and dropping courses are available.

Students receiving federal financial aid may be subject to the Return of Title IV Funds policy.
